Best answer: No, the USB-C 3.1 port on the Surface Go does not support Thunderbolt 3. You still get data transfer, display out, and charging, but not the extra speed associated with Thunderbolt 3. However, with the right dock, like the Plugable USB-C 4K docking station, you can get that support.

What can the Surface Go's USB-C port do?
Despite not supporting Thunderbolt 3, the USB-C 3.1 port on the Surface Go still supports data transfer rates up to 10Gbps (Thunderbolt 3 supports up to 40Gbps), it can work with two 4K displays with the right dock, and it will charge the Go at up to about 45W where it limits itself.
Most people won't feel the need for that Thunderbolt 3 support, but if you like high transfer rates, those 4K monitors, or just want to connect a bunch of devices together, the Surface Go is a bit of a disappointment — at least in that regard.
What about the Surface Connect port?
The proprietary Surface Connect port isn't without use further than charging. You can purchase separately an $80 adapter that ends in a USB-C port, or you can purchase separately the Surface Dock that adds two Mini DisplayPorts, Ethernet, four USB-A 3.0, and a 3.5mm audio jack.
